inground pool installation

We recently had an inground pool installed. We are at the stage just prior to the liner being installed. It is a steel wall frame with a concrete finishing on the bottom and pre fab stairs. The backfill has been done and all the plumbing as well as the concrete sidewalk. Here's my issue: we were watering the plants tonight which are about 5 feet away from the pool and we noticed water was leaking INTO the pool from underneath the stairs and underneath a small section of the steel walls. Is this a problem?? I am worried now that any time it rains there will be water that gets in between the concrete layer and the vinyl liner and this will cause my liner to lift. Should I be making sure the contractor fixes this prior to the liner being installed? Thank you for any help.
