Long story short my house burnt down and I hired Paul Athwal to rebuild it as he was apparently a third generation home builder. After a long battle to try and get going on the project he decided to keep my $100,000 plus deposit as he stated " it went to other deposits he had put down and other work he had lost because of waiting on my decisions."
The only thing me and my wife at the time wanted was where were the funds allocated for the kitchen, flooring, lanscaping etc etc...
We got the house built by a great guy out in mission who helped us scrape the money together to get the job complete with the help of my mothers line of credit.
In my experience do not use Paul Athwal or his maybe still girlfriend to take care of any home renovation project or new build.

I hired CANPAC in March 2018 to renovate both of my bathrooms, a 10 day job as per their contract. It is now December 2018 & the job is still not complete. They walked away from the job, but still kept my house key! Leaving 2 x 4’s, grout & tile all over my home when they walked away. I have had to initiate legal action to resolve this issue. CANPAC’s Federal corporate registration was dissolved in December 2011 for non-compliance. The companies registered office as per their federal corporate registration is in Burnaby. The company does not currently have a valid business license in Burnaby. If this is how CANPAC manages their own business, do you really want them anywhere near your home renovation?
I will keep succinct and to the point.
I will be required to commence litigation against this contractor, Paul Athwal, for failure to return funds for which he performed ZERO work.
Requested he have a valid contractor's license. He said he did have one provided a number on the contract. Recently discovered his license was expired at the time we signed the original contract.
Requested he have valid Work Safe coverage. On the contract, he said he did have it. Recently discovered this was false and his account is "delinquent" and had been "terminated".
He was paid almost $12k and performed zero work at my home.
Unavoidable circumstances required changes to the scope and contract. He was consistently dilatory in getting revised scopes and contracts after numerous requests.
Being finally fed up with his delays, and his refusal to keep the new start date, the business relationship was severed.
At current, he will not return any of the $12k paid representing deposits on the structural and cabinetry work. The deposits were not deemed non-refundable in the contract.
There was NEVER a finalized revised scope for cabinetry/countertops after the unavoidable circumstances were discovered. As such, no materials were to be ordered until such was completed. This was stated in the contract prior to the significant changes required.
We requested he deduct his fees and return the remaining portion. He is choosing to hold our full amount hostage.
We have reported him to BC Housing, and will be reporting him to the BBB.
This is a true and accurate account of my dealings with this contractor.
*****July 3, 2019 UPDATE****
Paul Athwal, proprietor of Canpac Home Solutions, defaulted on the small claims court case and we have secured a $12,400 judgement against him.
He has continuously gave us the run-around, such that we've had him arrested TWICE in order to get him to appear before a Payment Hearing judge.
Our newest court date is in August.
It appears Paul shut down Canpac and is operating a new outfit on TrustedPros. Once I get confirmation of the name of the company, I will update.
UPDATED: August 11, 2019
After investigation, it has been confirmed Paul is now operating under Pro One Construction. TrustedPros has linked the two accounts - Canpac and Pro One.
We have a Payment Hearing where he is scheduled to attend. This is the 3rd(!!!!) hearing where we will request he submit banking and current employment information in order to get our money back from him.
If he doesn't show AGAIN, we will have him arrested for the 3rd(!!!!) time.
This is all FALSE, I will be filing a lawsuit Monday for slander. I did receive deposit for Cabinetry which I secured materials for and structural work that was to be performed. I made over 7 trips to City of Richmond to complete permit process. I made 1 trip Down town to the Engineer and probably spent well over 20 hours of my time. I have never ONCE said I will not complete my Contractural obligation, I have numerous emails stating that also I have no problem returning part of the deposit minus my costs but Wendy ( Homeowner ) refuses to accept that option. I am under no legal obligation to return the full amount of deposit for I have SECURED materials for their cabinetry which I have receipts for and can be proven, also I have made over 8 trips to their home as their design ideas were constantly changing.

We have relied on CANPAC for many home projects throughout the years and have always been extremely pleased with the work: the time in which they complete it, the quality and their promptness in getting back to you. They have done everything from a complete bathroom upgrade, getting rid of popcorn ceilings, installing air conditioning units and ceiling fans, replacing drywall, the list goes on. Every time we use their services, the prices are very reasonable and their quality of work is second to none. We recommend CANPAC for any job you need done around the house, no matter how big or small.
