Lost over $9k. Marco bid on the excavation and foundation for our property based on city approved drawings. Marco assumed ICF could be used and ordered relevant materials. Marco couldn't complete the job or use ICF and only returned $7k of my $16k deposit after spending only a days work total. He charged me full restocking for the ICF material even though it never should have been used as per the drawings. City confirmed they would have asked that the material be removed. I now have another contractor completing the job with full basement as per original plans. This was a very expensive painful lessons for me in hiring the wrong contractor.
In response to the rebuttal - Below is email exchange with City of Barrie showing these are not false accusations.

Subject: RE: 11 Little Lake use of ICF
Good Morning Lorraine,
The City of Barrie inspectors would not have approved the use of an ICF foundation on site without a revision to the plans. The plans need to match what’s being built. The discrepancy would have been discovered onsite, triggering a request for revisions (Eg. working drawings, hvac documentation, ICF manufacturer details, etc.) to be submitted to the plans examiner assigned to the file, in your case, myself.
I hope this helps.
Kind Regards,
Davin Noble

Subject: 11 Little Lake use of ICF
Hi Davin
My contractor is stating that they could of used ICF as foundation based on original drawings. Is that correct? Would the city have approved the use of ICF based on the original drawings i.e without any modification to the original drawings?
Thanks
Lorraine
Lorraine,
We do not appreciate you giving us a 1 start review and blaming us for your faults. We certainly did not assume that ICF could be used as we know ICF can be used as it's a Foundation Insulated Concrete Form which is a much better product for your foundation and heating of the structure then just plain exposed concrete. Your engineered drawings called for poured concrete; ICF is poured concrete, as we pour concrete into them. We did not take on this project then out of no where said we were using ICF, since day one of our quote it has been stated clearly of the product we are using; ICF, which you accepted and proceeded to use us as your contractor. It is not our fault that when we were on site excavating for THREE days (not just 1 day that you claim) that we ran into a high water table because you failed to acknowledge during the time of bid that you re next door to the city s storm water drainage system and we ran into a very high water table when you told us that the water table was approximately 15 below 4 years ago. It was your architect that "recommended" that ICF should not be used in high water table conditions from 1 past experience when this product is used for pools and in high water tables all the time. The City certainly did NOT say that we can not use this product and that it would have been asked to remove when I can reference the email between you two stating that at the time the inspection would not have passed due to small revisions that would have to be made on the drawings which is; the use of ICF and the manufactures details (that you had well over a month from when you received our quote to when we started the job to inquire with your architect and engineer regarding the product). Due to your false claims of that we shouldn't of bid the job because of the product that we offer which you accepted before we started work, the city rejecting our foundation and your architect that "recommends" the product not being used in high water tables has absolutely NO fault towards us as we provided you with exactly everything we quoted and proposed to you, why should it cost us for your misinterpretations of what the city and your architect said. Also with the high water table we raised a huge concern when our excavated banks started caving in as we were only 4' from the fence line as we did not want the fence to fall into our excavation while were working and from the beginning it was a huge concern from you as it would cost you "$50,000" to build a retaining wall and replace the fence.
Thank you for your false accusations and providing us a low star rating to try and ruin our reputation for your own mistakes.
Marco.
If you are looking for professionals, a job well done, clean, efficient, excellent workmanship, I highly recommend Tor Contracting. I had several contractors look at the jobs needed and when Tor arrived I felt heard, supported, understood and they knew exactly what needed to be done.
The job was so well done, the crew was so friendly and respected our property. I feel Blessed to have had Tor Contracting work at our home.
I had a good experience with Tor, they did what they said they would do . Provided a quote in writing listing all aspects of the project. I noticed that the job site was always clean and when they left for the day everything was put away. Marco explained how each stage of the job would be done and provided good recommendations.
The finished project looks great.
Just had a concrete pad put in for a Swim Spa by Marco and his crew. These guys exceeded my expectations in every aspect of the process. From start to finish, Marco and his team were total professionals.
He responded quickly when first contacted, worked with my schedule to set up the initial consultation and remained flexible when setting the final date for the install.
They were on time, worked hard and kept any mess to a minimum leaving all but the area where the pad was going disturbed.
It's clear that Marco takes great pride in his work and it shows in the final result. His team also demonstrated this, taking lead from Marco.
I would highly recommend Marco and his team for your next project, you won't be disappointed.
I hired Tor contracting to make a concrete pad for my hot tub. Marco was extremely professional and courteous from start to finish. They did a fantastic job and left the job site tidy. I would recommend Tor contracting to friends and family and would hire them again in the future.
Tor Contracting did an amazing job fixing this drainage problem we were having. He thinks outside the box when trying to resolve issues. I can't be thankful enough for Marco. He saved us from having to further compromise the integrity of our foundation, and saved us from damaging our basement floor, because he did think outside the box! Tor Contracting is very professional, very respectful, and work hard for their money. I will be using this company again in the future! Marco was also very helpful in showing us what was the cause of the problem. They even finsihed ahead of schedule! The best part, Marco gave us an estimate and it was dead on when he finished!! I love it when I don't have the unexpected costs.
Thanks Marco!!
Marco installed a 8X10 concrete pad for a shed we are having built at our cottage. He did a fantastic job. He was easy to contact via email and responded promptly to any questions I had. The workmanship was excellent. I would highly recommend his services.
