I would think it POSSIBLE to pull in-floor heating (by simply cutting into existing zones) and running it above floor.

I am not sure if you are a contractor or not but this will usually be decided on what is there in the first place. This section is for contractors so we can talk about different things. As for your question? it depends on a number of things is the sub floor good does it need to be replaced. are you putting it on cement is there water damage? these are contractor questions that you should ask your contractor about.
