No permit

Last Fall:

Carmangay Alberta, relocated a rural mobile home, that was plumbed for propane, into the municipality.

Local Gas Fitter (recommended by gas company) did the work, mostly; his bill included permit fees, which he said he would apply for later when he completed the job.

I paid him short the permit fee as I did not need the hookup done till the following spring (now)

I need the gas hooked up ASAP, I have even emailed him the permit fee, as I understand the gas company won't fit a meter until they see an inspected permit., but he has not returned my messages.

What are my options to complete the hookup?

You should had it inspected when he was done. Since you haven't paid hime the inspection fees, find another gas fitter, show him the invoice of the work done and have him inspect it. It will cost a little more, because he has to check all the work done, but at least you can get hooked up.
