Who should buy the materials for house extension?

I'm planning for my house extension (200 sq ft) next year and wondering what is the better type of contract in terms of both money and quality:

- Turnkey contract where I pay a contractor a lump sump and he takes care of everything, or

- Time-only contract where I buy materials according to his estimate and pay him for his time?

Hello,

Usally when l am quoting jobs l quote higher because of the unexpected. With time and material you will be paying for the labour being used which is usally less expensive.
