Will slates or tiles installed on outdoor concrete stairs stay throughout freezing cycles? (in Alberta)

Yes it will as long as you use the right material's.

I run into this problem all the time in Vancouver. The biggest problem that occurs here is having heavy rains then freezing during the night. The water gets below the tile through the grout and freezes thus cracking grout and tiles.

Good grout sealer and proper sloping helps to alieviate this problem. The best solution is a drainage mat by schluter.

Move to Ontario. They should be fine if there on a solid concrete base that doesn't shift with frost. My thoughts. I could be wrong don't quote me on that.

We get -30 temps and applications like this are fine here.
