I am wiring in some new lights in my basement. Have ESA coming for inspection. Literally on my last circuit (with 15amp breaker) and need to run 14-2 from a light to the switch but I have just run out of 14-2. Have 12-2 left from a few dedicated outlets so am wondering if I can run the 12-2 from light to switch instead of 14-2. It's hidden so no one will see it and think they can hook a 20 amp breaker to it. Plus I'm labelling both ends with (for 15amp only). Will the inspector reject that?

Yes, correct. Should be use 15A breaker to protect the wire. ESA will be approve it.
