Have a double 20 amp breaker for 2 hardwires heaters. Looking to take one heater out and put in a 15 amp outlet for a cabinet freezer. Am i able to do that?

I would not suggest that is a DIY project. The heaters were put there for a reason; although I am not sure why. As an example it might be supplemental heat source because you have a split system or some other requirement to meet the Canadian / Ontario Building Code.
From the electrical code perspective, you can do this as I would guess the wire is the correct size. Since you are changing the circuit and playing around in your panel, you need to have an inspection completed.
My recommendation would be to call in three Licensed Electrical Contractors (LECs) from you area and have them give you a price to install a new circuit for your freezer and leave the heaters alone.

Also, consider the fact that you cannot be 100% certain that these wires go to only these devices and nothing else attached to them may not be affected by the change you are going to implement. For example, I have seen other people attempt things like this only to find their hot water heater stopped working, or burnt something out. There are code rules in place to ensure this is done correctly, call a few LEC's and get some opinions or quotes.
It's tempting to use existing wiring and save time and money, but I agree with the previous guys if you don't know what you doing you might get into trouble.

I agree with the above, not a job for you. Something that no one mentioned is this, your heaters are 240 volts (double 20 amp breakers)your freezer unless its from Europe is 120 volts, the circuit won't work the way you think, you would fry your freezer or worse.
