A wet patch on the wall during the winters on a no: of occasions
I have taken a picture of the rear wall of the double level house today 5 March
(we had a snow storm in Ontario on Fri and Sat)
Hope that someone could advise me on what I could do to solve the problem

you have gaps, needs re-pointing, leaks are from bad flashings..gonna get worse
Looks like something going on with the window sill. Will get worse if not addressed.
The building code requires a drip detail at the bottom of the window; either from the window supplier or field installed. A drip detail is also required at the top depending on the proximity of the window to the soffits, it may not be required in this case but it does appear to have been satisfactorily provided.
The junction of the window and the masonry sill is a weakness. Combine this with a 2-storey brick facade in a wood frame building which is subject to shrinkage and settlement and that's another weakness.
There could potentially also be issues at the roof level in the form of ice-damming. If any moisture finds its way on top of the soffits and the soffits have a reverse slope the moisture can also find its way into the wall. You could try taking some closer up details of the sill and discussing it with your municipal building inspector for potential code issues or you could find a building envelope specialist who deals with this kind of thing all the time.
