The AC thick black wire and the brass pipes that come out of exterior wall of the house are buried under the concrete sidewalk and goes to AC unit. Is this illegal? Can this cause any damage to pipes and wire?

The wire and copper pipe can be berried as long as they are leak tide and is installed according to code and regulations.
It is not illegal but a good plumber or HVAC tech would protect their pipes using a sleeve in case of maintenance
@ Fardeen, I don't know what are the codes. Today my Furnace installer came and notice that. he told me that you will be fined by the city inspector if then see it. He offered me his service to cut it and reconnect over the sidewalk. He is asking for $500 for this. He also told me that he will lift the AC unit higher.
@ Niget, the ticker pipe has the foam sleeve on it but the half inch brass pipe and the black wire have no sleeve, all three are together.
Unfortunately, I can't tell you if its installed correctly or not. But at least the wire should be inside a conduit which don't have connector and wire has minimum 1/2" free space inside the conduit. The copper pipe should have some kind of protective shield to prevent damage (mostly ABS pipe would work fine)
