Adding three season screen porch to deck

I currently have a free standing deck and am considering adding a three season screen porch.

What would the price range be and do I need to include a permanent deck with the project?

If you are enclosing the deck, especially if there is a roof and part of the deck is attached to the dwelling, it becomes part of the dwelling and required the proper building codes. It also becomes part of the dwelling for tax purposes. Check with a local builder as to what is involved as it may (probably) require a proper foundation as well.
