I currently have a free standing deck and am considering adding a three season screen porch.

What would the price range be and do I need to include a permanent deck with the project?

If you are enclosing the deck, especially if there is a roof and part of the deck is attached to the dwelling, it becomes part of the dwelling and required the proper building codes. It also becomes part of the dwelling for tax purposes. Check with a local builder as to what is involved as it may (probably) require a proper foundation as well.

Pricing online without seeing projects is incredibly unprofessional and irresponsible.

Pricing will vary based on many factors.

Call some local contractors in and get some quotes. Every township has different regulations that will need to be referenced. The existing structure will also need to be assessed to ensure it is built well enough to withstand the extra weight associated with closing it in.
