Advice on Extra Charges on Materials by Contractor

My contract stipulates that I will reimburse my contractor for the cost of materials. He just submitted his bill with a 30% delivery charge and with HST on the total that already includes HST. Any advice on how to respond? TIA

%30 delivery charges is quite high however such thing should be from the beginning on how will be handled to be clear on it and to avoid such surprises. Try to talk to him to compromise in costs
