Anyone can "remove" any construction in Canada, but you want to deal with licensed and insured businesses, as well, many municipalities may require a demolition permit, but that is usually for large scale demo type projects, not removing a side vented chimney. Re-installing new, or closing up/finishing the removed areas permanently, you should get a contractor who knows what they are doing however. I am a carpenter and multi-trades but some carpenters may not have a clue about mechanical heating systems, a sider will likely not know anything except siding installs as well. To be 100% assured always get a professional trade for the work involved, or appropriate experience.
