My basement has a patio door walk out

One bedroom has a window that is suitable for egress

In the second bedroom has no window do I need to install the window or an egress window or nothing because of the exits already in place

Technically speaking, for a room to be considered a "bedroom" it needs to have a window. Not quite clear why you are asking the question. Are you looking at renting out your basement to a tenant?

Tyler is incorrect.

If it is a room where someone will sleep, or "occupy", it must have an egress window.

This is a very strict rule, and should there be a fire, and someone cannot egress, it is likely your insurance would not cover that peril.
