I was checking the insulation in my basement for the 1 year Tarion, and in the area where there is a floor crack, I noticed small amount of condensation on the plastic bag. After cutting trough the bag, i noticed some condensation at the base of the floor and the wall, I put a wired cam behind the stud of the base and I found that the concrete also has some condensation.
Is this a common issue? What should I do?

Providing there is not too much condensation, the situation is normal and the vapor barrier is doing its job.
Suggest you monitor the situation so you know there is not a foundation wall leak.

A foundation crack can be caused by ground movement due to poor soil compaction before concrete pouring but all depends on the size and depth of said crack.
The condensation can be caused by the weeping pipe and waterproofing failure, moisture equal mildew.
Get a local foundation expert to inspect and report to your builder.
