Need help with understanding if two bedroom legal small 2 bedroom around 9*9, small kitchen with small living space, laundry with separate entrance can be built or not?
If yes then what could be the cost for complete job and how much time it takes to get the job completed?

Yes, it can be done. You need get permit.
I have seen hundred of basements finished over the years from 2011. The cost depends on many things like the drawings, the materials and the current situation of your basement. Finished basement can cost from $30 to $200 per Sq feet.
Roughly consider $50/Sqf in 10-12 weeks as rule of thumb.

Chirag, the size isn't an issue but you need to have proper electrical, plumbing and heat in place. Also, bedrooms have to include egress windows, meaning they allow for an escape rout in the event of an emergency. The rest (cost, quality, needs, etc..) will depend on what exactly you want. Don't go by the square footage, establish exactly what you want ... in detail ... and get several estimated.
