Basement insulation

My unfinished basement has floor to ceiling wrapped insulation installed by builder. We've recently had the basement framed so we can drywall and finish. Before we start drywall, do we need to add batt insulation between studs even though walls were already wrapped? And also, do we need a vapor barrier?

Normally we remove the insulation and Vapor Barrier from the Builder. The Vapor Barrier should only be on the warm side of the wall which is the last stage before drywall. You can leave the insulation but you need to cut the vapor barrier in between every stud from Florida ceiling and open it up for ventilation. Then insulate the studs and Vapor then drywall. The city requires a 1 inch air space behind the stud wall to the concrete for ventilation that will stop mold happening from condensation.

Thanks for the feedback. Very helpful, so basically I'd be trapping air between both vapor barriers if I didn't cut each section from floor to ceiling. Also, do I need to push the existing wrapped insulation away from the studs? The studs are not pushed against barrier they're lightly resting against it.
