Basement Wall adjoining Garage

I'm currently going through a basement renovation. Should the wall adjoining the Basement and the Garage underground be insulated?

It's been suggested not necessary, however I don't feel secure with this.

Yes, it should be insulated. It is an exterior wall, the earth below the garage is just as cold as all the other exterior walls.

As a general rule in a basement any concrete walls are considered exterior and should be insulated and vapour barriered. I would think twice about using someone who recomends short cuts like that, it only saves him money and time.
