I'm looking to build a 2 1/2 story house.
ICF 1/2 in 1/2 out basement.
I'd like to leave the basement as unfinished as possible, and finish it in a few years if I decide to rent it out.
What is the minimum finish required to typically get an occupancy permit for the completely finished 1st and 2nd stories?

It's a basic Code requirement to apply a protective finish over foamed plastic insulation - typically 1/2" gypsum wallboard. This is a rule that would likely not be relaxed.
It's also a Code requirement for interior finishes in homes to have a surface flame spread rating of not more than 150; however exceptions may be given when the basement and other minor areas are unfinished at the time of occupancy.
Darn, not the answer I was hoping for. I wanted to leave open studs without any electrical running in them.

You won't be able to obtain occupancy with open studs on the main levels.
