I have a drainage problem in my backyard which I believe is due to my neighbours's patio & rock garden, which is against the fence. My yard is a mud pit, can't even let my dogs out when it's wet. Checked with the City, they can't help - they say it's a civil matter. I can't afford to go to court.

Great question. While it depends on the situation, the easiest and least expensive method is usually the best.
Using a shovel, dig a small trench along the property line, making it only 12 inches deep. Make sure the trench slopes away to where you can drain water to.
Next put in perforated weeping tile and add a few inches of gravel over that. Next fill the trench back in.
This will drain the water away from both properties and keep both neighbours happy.
