Black Coating on part of Foundation

Hey, I'm looking to buy a house in the north of Montreal, Laval area. I noticed this on the outside of the foundation. Any idea what this is?

It Appears to be foundation coating, this is generally applied to the foundation below the soil, my guess would be that there may at some point been a repair to the foundation at after it was repaired they applied this coating. I would ask the home owner if you put an offer in if this has been an issue , when was it repaired and look for visible damage on the inside of basement wall. Good luck
