Blocks that lead to the porch of the house

Please note that the 28 pieces are not really 100% flat as they may appear to be so from looking at the picture. They are not straight 90 degrees and they would easily move due to erosion and the footsteps

How do I ensure that the 28 individual pieces are firmly adhered to the ground and that they do not shitt due to the footsteps?

What should I do but at the minimum cost? I am a layman.

I have enclosed 3 pictures.

Thanks

Hi, that porch looks like a total disaster. To make a lasting even porch it requires 5 inches of compacted base(granular a gravel) and 1 inch of screening(concrete sand or hpb) and a level. In your case a landing pad would probably best option.
