My setback shows 1.21 meter and I believe the minimum requirement is 1.2 meter. I would like to build an entrance door to my basement. The door will connect to a stair inside the house that lead down to the basement so I don't need to build new stairs, and no need for a rise outside for the door. Can I build it without permit? What are the consequences for building it without permit?

Permits in Ottawa for this kind of job are $80. This includes inspections on the work. I would recommend getting the plans made and submitted to the city and apply for the permit. This will ensure that the work is done to code and that you are protected. It is an additional expense and headache but it is done for your protection. If the work is done incorrectly it may cost you a lot more than the permit and plans to rectify the situation. If an inspector shows up or a neighbour calls the city on you there will be an even bigger headache than just the permits. The fine here is usually just the cost of the permit and you still have to get the plans and permit anyway. You could be required to uncover all the work for inspection and if the work is not permitted you would probably be required to get the area back to its original state. I would strongly recommend asking the city inspector to stop by before you spend any money on this. He/she will tell you verbally whether or not they think there is an issue and you can proceed accordingly from there. This costs you nothing and you will know which direction you need to take.
