Building a Balcony out of the Master Bedroom

Hi there,
We live in Scarborough, Ontario and are looking for some guidance on getting a balconly added off our master bedroom. Wondering what an estimated cost would be if we had this built and have the same shingles added on top as we have on our roof so it all ties in.
Average cost of getting a structural engineer to review and approve the drawings.
Options with railings etc. Rough dimensions would be 8-10 feet by 5 feet wide.
It would have to be constructed over the existing deck.
Any suggestions would be greatly appreciated.
