Hi I have a few questions as to building a basement with a room and a washroom in a new home, I am purchasing a new home and would like to get the basement done
1. Do I have to wait to get the basement finished
2. What are the pros and cons of finishing the basement right away after purchase
3. If building basement requires a wait period, can I add a room and a washroom within the garage as a addition, do I need a permit for this

If the home you purchased is newly constructed, then you should wait at least a year. There will be a one year Tarion inspection.
In new home construction (particularly sub-divisions) you can encounter settling of the foundation and flaws in the forming, pouring, and waterproofing (damp proofing) of the home should start to reveal themselves by this time.
It is far better to discover these and remedy them prior to covering them up.
You do absolutely require a permit for the basement or increasing living (conditioned) space into a garage.
Finishing a basement is an involved process regardless of what you may hear. Permits are required, how the exterior walls are dealt with can either lead to years of enjoyment and increased value to your home or mold, a fortune in repairs, and more of a nightmare.
Also, remember if you are adding a sub-floor to the basement for comfort and energy efficiency, you will need to replace the staircase as the variance in the rise of each stair will now exceed what is allowed in the Ontario Building Code.
