Building Engineers solution versus contractors solution.

Have a building engineers report on brick wall structural defects which lead to water intrusion. Contractors who have been asked to quote do not want to quote based on the project scope determined by the engineer. The contractors and the engineer are not on the same page. Is this typical, and if so how can I move forward with the project?
