I have a 30+ year old 2 story house in Cloverdale with an attached 550 sq ft garage. We are hoping to build over the garage to make an addition for a legal suite. Hoping this to be an under 50k project.

Unfortunately you will not get this type of project done for under 50K. First thing you must do is get some drawings done up as to exactly what you want. These may cost you
approx. $ 1,500 +/- Contact a BCIN Designer
in your area. Once you have some drawings
then ask some Contractors for some Estimates.
Your probably looking at about 80K min. lots of extra$$ precautions go into the separation between a garage and a living space.

Your budget is considerably low. When you take into consideration the cost of drawings, permit applications and makeing it an income unit, you should consider doubled that at minimum.

The only way I see you building this for $50,000 is if you built it yourself with your friends and or family.
You need to get blueprints drawn up first and foremost for a contractor's to quote accordingly as well as you'll need them for City Hall permits.
If this is going to be completely separate like a secondary Suite you will more than likely need a development permit before you can even apply for a building permit which can take a couple months.
If it is a secondary Suite it'll cost more money due to requirements needed.
You also need to look if your electrical panel is large enough to accept the new build as well as how your heating it and if you are running water and drains to it.
Project this size from my experience is more like $150,000 from start to finish if there's a kitchen and bathroom involved in your project.
Before you spend any money what so ever, talk with your planning department. You may or may not be allowed to have living space over the area occupied by your garage.
