Yes but it would be better if you set your joist 12" on center vs 16" o.c... Use 3/4" plywood. Deck wouldn't flex as much.
Yes you can, but why? the strength comes from the underlying joists (rafters) which should be 12" or 16" on centre. Many deck roofs are on 24" center but run into the problem of sagging. The 3/4" or 1" plywood will add additional weight to the roof, so be aware.
It's completely unnecessary, but if you want a super strong roof, frame 12" o.c with larger lumber and use 2 layers of 1/2" plywood with the second layer staggered from the first.
16" o.c with 3/4 is adequate though.
