Can I use a 2 bulb ballast in a 3 bulb fixture?

yes, but one bulb wont be connected.

Yes, just wire it like a 2 bulbs ballast and isolate the wires for the 3rd bulb.

Indeed, however; there is a couple things to keep in mind. You will not be able to use the 3 socket setup(best to remove) and secondly for whatever the setup is the light output will presumably be less. Not as bright!

What are you trying to do?

You can use one 2 lamp + one -1 lamp

If you're talking about goin 2 lamp on 3 lamp ballast(delamping) - not a good idea, you will greatly reduce bulb life.
