Can I use a dehumidifier in my basement year round?

My basement tends to maintain a lot of moisture/dampness, even throughout the winter. Is it okay or beneficial to use a dehumidifier all year? Is there something else you can recommend instead?

Your Basement wasn't done properly ,I developed the system as how to eliminate moisture in the basement.Concrete in the basement is like a spanch just absorbs water,concrete in the water is ten times stronger then concrete outside,I wrote about my system few times in construction association magazine.
