Can basement plugs be wire in series in Ontario, Canada. or do the always have to be in parallel to be code compliant come thanks

Plugs absolutely cannot be wired in series. You might find things like a string of Christmas lights wired in series in which case the voltage across each light would equal the voltage (110) divided by the number of lights.

Interesting fun fact: you can have a 3-wire conductor feeding two branch circuits (with a common neutral). The neutral can be the same size as the two hot wires because the two circuits are 180 degrees out of phase; if both circuits were to carry the same load the neutral wire will not be carrying any load.
