Have had water damage and need new drywall replaced and re stuccoed. Can you re-stucco over popcorn ceiling with a loess textured stucco?

Yes you can. There are some pros and cons to doing it this way, however, the answer is yes you can.
How do I know this? We do this work all the time, so thats how I know, and it looks just fine.
