Can you receive a final invoice without ever receiving an initial quote?

We offered our tenant 350 off per month for 2 months for her boyfriend to complete landscaping work and a few odd jobs (15- 20 hours of work max, for $700) that's conservative 35 dollars an hour or more if it takes less than 20 hours.

The gutters and pvc pipe were 15 min to 1 hr max and

All landscaping materials were paid for by us.

No receipts were given prior to him "purchasing" and still have not been produced to us to see.

He also did quite a bit of work without our consent for which he is trying to bill.

Does this invoice even make sense?

Here is an invoice with no materials, no labor rate, no taxes. Again we offered 700 for pretty easy work and they tacked on more.

Although removed for privacy, we cant find his company or address on any social media or internet platform.
