What would cause a plastered ceiling to severely crack and flake? The apartment above me recently did flooring work. Is it possible that a chemical used seep through the ceiling?

Many factors. Could be due to humidity in your apartment or a leak from a washroom upstairs or might be something else.

When dealing with a peeling surface the cause of the problem may be difficult to determine. Could be a lack of bonding agents. If the painter applied oil-based paint to plaster before it cured, blistering or blotching could happen. Or the weight of numerous coats of paint applied over the years could cause the buildup to tear away from plaster or any base material. Could also be a condensation or moisture issue.

Yes, too many factors. Other factor is bad preparation. Not primer before paint.
