We're looking into buying a house in the city of Hamilton and are wondering if there are any restrictions on converting a large garage set well in the back yard into a separate, rentable unit. I guess it would be called a Coach House or an In-Law suite.

You or the builder would have to go to The city and ask, But far as i know Hamilton will let you build it.

In British Columbia we have rules on coverage.
Contacting the city is your best option. They are the ones that have the final say anyway. Also write down the name of the person you talk to and there answer. There are a lot of factors to consider, heritage house, set backs, escarpment restrictions, by-laws, etc.
I would simply check what is allowed at your planning department of city hall, and then plan and ask for quotes from contractors on HandyCanadian.com
