Typically non grooved boards are only used for a picture frame around the border of the deck. Basically a border around the decking.

The grooved boards are used for the main part of the decking. The grooves allow the boards to be fastened down using just clips or brackets, depending on the manufacturer.

This means there are no face screws visible on the grooved boards. The non grooved boards, must be face screwed and then plugged afterwards.

So it's not so much a questions of which one is better than the other. They are made for different applications.
