Condo Townhouse Plumbing Permit

I bought my townhouse in 1998 when it was one year old. There was a rough in in the basement for a second bathroom. I want to put in the bathroom now. However, the city can't locate any permit. I am reluctant to rip up the floor unnecessarily and suspect the builder may have done the rough in.

Any suggestions? Is it possible the developer would have this included in their permit for the development? (The city, in my experience, does not always go the extra mile to check things they don't know).

I would recommend getting a hold of the original Builder of your condo and if not try to hunt down the original buyer who had it for 1 year and inquire. Sounds like the Builder had the rough-in already there and by looking at the concrete around the toilet flange you should be able to know if it was in the original concrete pour from brand new or not. I know the city keeps blueprints of all new builds for at least 25 years and for a fee you should be able to have them research it and get you a copy of the original blueprints. It might be worth asking a few of your neighbours if they have rough ins in the basement as well. You can always call a trusted Pro contractor in your local area to have him look at the existing concrete floor to see if it was original or not. Good luck

With all new builds, developers/builders are required to layout all washroom details in their permit submissions. (2 piece, 3 piece, etc). This includes roughs ins. It's used to calculate sewer requirements under your basement slab. Best thing is to see what info you can get from the city (they should have plans in file) or ask your neighbours as well. The basement rough in might have been paid for by the homeowner who purchased the home originally.
