What license or requirements are needed to perform the layout of new construction projects in British Columbia?
I'm not familiar with the rules in that area. Most areas will alow you to do a drawing if your the home owner and going to do the work yourself. Otherwise you need an engineer to do drawings for the building department for them to approve them.

Thanks for the reply however what I'm concerned with is the legal requirements to perform the layout of the building, the actual construction survey. Are there any or can anyone with layout knowledge perform this task?

Yes you are quite right, Any one can do this layout and drawings of a building. I am only a Licensed Carpenter and I have done that task many times. City hall / Building Dept. must approve every thing that has been done in order to issue your building permit and proceed with the job.
Much better to hire the right person to perform this task even if the city can allow an individual of taking care of this (you need either engineer or architect)
