Contractor has not completed work

My contractor did my concrete work for my garage pad and driveway in September 2014. We found out that we had a leak coming into the garage immediately. He told me it was minor and put tar and said that would fix the issue. Come winter I had water back again in my garage. He keeps putting me off that he will come and fix it but never shows up. He does not answer my calls or emails and this has been going on for now nearly a year.

What recourse do I have to either sue him or get him to fix it? I don't have money to pay lawyers. Do we have maybe the city or small claims court in Edmonton, Alberta who can pursue this for me?

Read your contract to get recourse. The contractor should of recommended to install at least two courses of 8 inch block to avoid this water issue if garage was new or recommended a drain. If you got no building permit means no recourse.
