Hired contractor for complete 2nd floor renovation. The contract stated completion date 12/14/18. It's 01/25/19, work is not completed and doesn't appear will be completed until February 2019.
The contractor disappeared on the date drywall was to installed. Since that date he's missed subsequent promised completion dates.
After spirited conversations,which he takes no ownership, but seems irritated, by my push to get it done and out of my home. But will send subcontractors to move the job forward, but fails to order sufficient materials to get the job closer to conclusion.
Unfortunately I've paid 75% of the work. What can I do?

If the completion date was listed .
However
If you feel it's been taking to long and the contractor is being difficult.
Best to send him a registered letter , or email
Give him 7 days to act , and get going on completing the work or you will need to get someone else to replace him, and that you will
Be looking for costs from him the exceed the contract amount .
If he doesn't proceed with in those 7 days
Hire someone else ,
And hire a lawyer to proceed with court action against him .
Try to have a serious meeting with him and list all the remaining items and set a time frame to finish and remaining payment will be paid by compilation and if he failed to make it so you will be cancelling the contract and bill him any extra accordingly. Both of you has to sign this new agreement. In case he refused to proceed on this, you can just email him state that you will be hiring another contractor if he did not finish the job within (give him a date), otherwise the contract will be terminated and will hire another company to finish the job and you will bill him the difference.
Hi as suggested earlier, give him another deadline and get him to agree to it on a writing as a contract, and if he doesn t stick to that contract hire another contractor and hire a lawyer for action against him to get your money back, if the amount is not worth a lawyer try to get it him to finish as soon as he can so you don t lose your money unfortunately that s the best you could do.
Does the 25 per cent balance cover any costs you may incur if you fired the contractor and hired someone else to complete the remainder of the work?
if so. I would probably go that route
mostly people are who they are and you already are familiar with this contractor's work ethics and failed promises. So why invest time and energy ? Unless the delays were beyond the contractor/s control
Best bet is to hire someone else. But first look into the liability you may have with this contractor.
You may want to have someone give you legal advice . Show your contract to a legal or paralegal person
One way to reduce costs of finishing is to do what you can or know how to do yourself or ask friends for a little help
My personal experience with this has taught me to get that person away from me and my home asap and proceed with my life and if there is additional costs I look at it as money paid for hiring the wrong company
Mostly my experience has taught me that the price paid equaled the next bidder in my quotes
