I had a job done at my house and was to pay in 3 payments. I made my first 2 and when the job was finished ask for my 3rd bill. It's been a year and a half since the job ended and I asked for the bill on more then one occation and he doesnt seem to want to get paid. I want to sell my house and don't want to leave with a bill.
Do I just right this guy off?
Yes, just right him off. 90% of the time that is more then reasonable enough time. If you really don't feel comfortable, seek advise from a real estate lawyer about disclosure and the possible sale of your house. Maybe you just have to write him a letter asking him to respond by a certain date and you will consider his last invoice his final and your house will soon be sold.
You don't say if the guy is still around. You need to establish that first. It also wouldn't hurt you to get some legal advice.
It is our understanding that the contractor can lean a property up to 45 days after work is complete and can sue for non payment up to 2 years after work is complete. Beyond that they have no recourse.
