Cost for adding a separate entrance to basement apartment

Hello. I am looking to add a separate entrance to my finished basement and am finding estimates to range wildly. I am looking for the standard set of concrete steps running along the side of the house down to a platform right in front of the door. I've attached a pic from Google for reference. I am located in Whitby and would like this done with a permit. Does anyone has some real estimates for this type of work with everything just being basic, nothing flashy. I've heard as low as $7k and as high as $25k and both seem insane to me. I'm wondering if $10k - $12k is reasonable. If anyone can provide some actual estimates, that would be great.
