Without looking at what he or she needs to contend with access and etc, also what sort of products or fixtures are they dealing with more of a upscale product takes more time to install..generally any mark ups should be 15 - 20 percent.

Could be, the bedroom isn't much work (as long as you already have the egress windows), the kitchen / bathroom could be expensive. Most basement developments (800-900 SQF) will be between 30K to 45K (labor & material) depending on the finishing and the existing (including 1 bathroom / 2 bedroom /1 storage and 1 TV room ) , in your case, you'll have to put a little extra for the kitchen.

Fair bit of work involved I'd say it's an appropriate amount.

It's all depend on how big is the basement and what is included. However, this budget still looks r for the reasonable size basement.

Its reasonable. Hes gonna be there for about a month pay the electrician. Pay the plumber. Pay his help. Pay all his overhead.
