I'm buying a house with already finished basement with laminate floor. Can a washroom be added now? What is the cost for adding a separate entrance, washroom and a small kitchen in GTA, Milton area, 1400 sq ft house? No rough in plumbing.

Portion of laminate floor needs to be removed and some of the wall possibly cut for electrical.Separate entrance runs from 13 to 17 thousand depends on accessibility.
A average cost for a bathroom from scratch is about 10K in a basement, your probably adding about another 5k to cut the slab and connect your required plumbing to your main sewer line. You could cut this cost if you just built your bathroom approx. 8" above your existing floor but that depends on your head room. You would have to talk with a good Master Plumber in your area. look them up in the Better Business Bureau in your area. The basement door would probably run you approx. 2k depending on your water table level.

Yes anything can be done at a cost. Yes wash room can be added depending on the drain and vent stack location the cost could differ.For a 3PC wash room Budget for 8K+.
Adding a separate entrance FIRST find out whether city allow separate entrance looking to your property and dimensions they will say ya or nay. If yes then have to have permit drawings, structural recommendation and work to be done with proper planning and in legal way. Cost again can only be determined after the Engineer recommendation, and site conditions cost can ONLY be determined after visit by contractor. Budget for 10K + Arch/Engineer drawings charges around 3.5K and city fees.
Kitchen cabinets basic can be done around 5K without appliances.
So total would be 26.5 K + depending on site conditions and finishes selected.
