Varies depending on what is existing. If the wiring is in place it shouldn't be more than $100 to replace existing. If new wiring is required it will depend on the distance from the electrical panel to the washer / dryer, ease of access to the run the wires, and if you have room in the panel to add the circuits. A site visit would be required to determine an accurate estimate.

As with all electrical work in Ontario, we are managed by the ESA and strict codes that require new arc fault breakers and permits with everything we do.
Without seeing the jobs it is hard to know the exact cost but since some arc fault breakers range from $50 to $150 and an electrical permit would be +/- $100, I would ask if some of the previous pricing offered would be done with permits and an arc fault breaker as we require now. Whomever you hire, ensure you get them to provide you with their ESA license number (proof of insurance), and the ESA permit number (proof of compliance).
If anyone tells you a permit is not required, they are working illegally and certainly not following our code requirements.
