Cost for installing basement door into a low basement

Order of magnitude cost and doability to install an exterior door to a basement that is about 4 feet below grade with a concrete perimeter wall with a 4 feet wide by 3 feet high window above. Would involve removing window and concrete wall below. The side yard is wide, about nine feet. Would need excavation for stairs down and retaining wall. Excavation equipment could be brought in through front as no fences.

First you need to get drawings by structural engineer. Then get permit from city.
After that you can get exact estimate.
But roughly it costs you between $30000 to $40000.
