What would a ballpark figure be to upgrade a residential triplex from 60 amp to 100 amp for 3 units. Hydro requires a new service cap, conduit to a new 3 meter base, and conduit to 3 units. the first unit is approx 6 feet away under the meter base into the basement panel. The other 2 units will require about 20 feet of pvc conduit to the panels. A new clevis needs to be installed also. I am located in Mississauga, Ontario.

You're looking at $7000-$7500 plus hydro fees if everything is accessible and no digging involved. It's impossible to price without site visit.

In a job like this, there are too many variables to give an accurate price. A number of the variables are related to the physical space for the new service and associated equipment. If you have to start adding in separate disconnects, burying conduit in concrete for protection, upsizing cable for voltage drop, etc that all effects the cost.
I believe $5000 for a three-gang metering set-up would be on the low side, but if the physical conditions were right it could be done. Depending on the utility requirements, you could spend $5000 just on metering equipment...

Having 3 meters certainly has long-term benefits; your tenants would pay their own power directly.The downside is of course the initial investment.
Your best bet is to invite an electrical contractor to visit and provide a detailed breakdown of the work involved. Your contractor may also provide you with some options such as electronic metering that does not require external meters.
Every house is a little different and each municipality has its requirements as well. An electrical contractor will walk you through all the details.

If the building has 3 full size apartments, a 100 amp entrance is not sufficient to feed these based on the demands required by electric stoves, dryers, AC units, kitchen set ups, etc.
A visit would be necessary to see and evaluate everything required by hydro and code. By the word clevice, you are referring to an overhead service line, some cities no longer allow a 200 amp overhead line so it may be possible that an underground service be installed, that can be from $5000 to $25,000 alone.
A 3 gang service, feeders and unit panels can run from $5000-10000 depending on many variables.
