I agree with the previous comments, you need to talk to three Licensed Electrical Contractors (LEC) that have an ECRA number.
There is a range of pot light options to select from. Be careful when you compare pot light online or at some of the Big Box stores, many of them are not CSA approved. I have seen a lot of people purchasing the CostCo pot lights and they are a bear to install. What is saved on the purchase of the fixture is lost on labour instantly.
Ensuring that you have full 2 x 4 studs in the basement will lower the cost for the electrical too as special boxes and wiring methods will not be required. Chances are you will need to add smoke and carbon detectors.
If your panel is new and has spaces, you will be ok. If you panel is older or full, then there will be a cost of at least a panel change, which is common. The circuits for your renovation must be AFCI protected, so if your panel cannot accommodate the newer breakers or if you have a fuse panel, then you could be looking at a panel change.
