I live in North Etobicoke and would like to create an outdoor entrance to my basement. What kind of cost and I looking at?
I also assume that I will need permits, etc. I am assuming that a contractor will help with that? What is the ballpark cost for a permit? And what other costs are there besides the work and the permit?

Not possible to give you price without seeing existing condition. Best thing you can do, call few contractor, let them see what is the condition, then let them give you price. Most of good contractor have structural engineer and they call help with building permit. This way asking someone to give you price is waist of time.

You'll have to provide a lot more information for the readers. Are you on a hill? Are you going through a concrete wall? What is directly above the proposed opening? Which way do your joists run in relation to the proposed opening? Are you considering a single door or double (patio doors)? You have the idea and it's great that you are asking the questions.
Draw out what you would like to see and then talk to someone in the know, like a local building inspector, who can direct you to the proper people and in the correct order.
The costs will vary depending on what has to be done but you can, at least, get a good idea on what to budget for.
